TO THE MOHAVE COUNTY BOARD OF SUPERVISORS
ON MONDAY... NOVEMBER 17
WE ARE ITEM # 29 ON AGENDA...

A resolution for the Mohave Downwinders. An organization created to seek recognition and compensation for the victims of the NTS * atmospheric bomb tests of 1952 through 1963. We seek also recognition for the Nevada Test Site underground bomb tests from 1963 through the 1980's. The Mohave Downwinders are the victims and as are the victim's families of the radiation fallout of those NTS bomb tests.

A resolution by the County of Mohave County to recognize the organization of Mohave Downwinders, the Nevada Test Site Radiation Fallout victims of Mohave County.

Whereas, The 1952 through 1963 residents of Mohave County were and continue to be, exposed to the radiation fallout, the radiological effects emanating from the atomic and thermoneclear bomb deployment and testing beginning with the first atmospheric test at NTS in 1952 thru the final atmospheric test of 1963. Whereby the US / Mohave residents and victims were exposed to 129 atmospheric tests or a total of 986 Kilotrons of radiation- compared to 20 Kilotrons for Nagasaki and 20 Kilotrons of Hiroshima, Japan.

Whereas, U. S. Congress only recognized a limited number of areas for the DOE / RECA. Congress recognized those areas of Utah, New Mexico, Colorado, Northern Arizona, and the northern part of Mohave County, Arizona also known as the "strip area", The Congress failed to recognize the southern part of Mohave County located between the Colorado River, the Bill Williams River in the south and the Mohave County boundary on the east.

Whereas, it is inconceivable and in unconscionable that a resident of the southern portion of Mohave County, whatever the cancer she/he is suffering is denied recognitation or compensation. Denied simply because of a possible "typo error" resulting in the spelling of Mohave as "Mojave" because of the wind factors that is the direction of wind from the area of NTS, or because of "perceived" budget shortfalls. Particularily in the light of the billions of dollars expended to medically recognize and care for non-citizens within the USA.

Whereas, Congress only recognized a very limited or a defined number of cancers as "presumptive" illnesses resulting from exposure to radiation.

Whereas, Congress determines "presumptive" health problems whereas other experts in the medical community know or suspect that most of the cancers are because or as a result of the radiation fallout testing in the NTS.

Whereas, Victims, living or the families of expired victims who reside in areas of southern Mohave County when applying for medical or monetary relief from RECA because of or as a result of exposure to radiation are required to seek proof of such exposure by means of restrictived or nearly unattainable proofs of residence, work, educational and medical records.

Whereas, Victims requiring recognition and compensation via a much improved health care delivery have noted a mis-match demand of resources, and availability of information.

Whereas, The freedom and security we take for granted as Americans comes at a great sacrifice for those residing in the areas of nuclear testing in times of peace, conflict, or a cold war. We as citizens "benefit" from those tests but in so doing the residents of those areas risk lives, those lives of their families and for the lives and health of future generations. We believe that we as RF victims or as the family of radiation fallout victims are not only entitled to recognitation and compensation but also to unqualified appreciation, gratitude, and support for our sacrifices, bravery and courage.

Therefore, That the Mohave Downwinders of Mohave County, Arizona demands as a matter of equity, that the U.S. Senate and House of Representatives adequately recognize and compensate the Radiation Fallout victims and or their families. That the U.S. Senate and the House of Representatives provide immediate recognitation and compensation so victims are able to seek adequate medical care, obtain assistance for the victim and or victim's families.

When they belittle your claims... by comparing any exposure from their facilities to... You say or ask...
...about your exposure to fallout from nuke plants or weapons testing fallout... ....background radiation... 'Background radiation doesn't mean it is harmless - it probably does cause a small portion of cancers.  If you are adding to the background radiation, you are adding to someone's risk.'

'How many more defective children will be born and how many cancers will be induced by this increase in 'background radiation'?

...about your exposure to fallout from nuke plants or weapons testing fallout... ...flying in a airplane... 'That is not a realistic comparison.  Radionuclides in fallout are incorporated into our bodies (tissue, bones).  Most of the radiation from cosmic rays is external.'

...about your exposure to fallout from nuke plants or weapons testing fallout... ...eating a banana 'Potassium-40 is a naturally occurring radioisotope that has been present in foods and the environment on Earth for billions of years.  Potassium 40, which at normal body levels delivers an annual internal dose to the soft tissue of 20 millirem and 5 millirem to the bone, is not as hazardous as many forms of anthropogenic (meaning: artificial; manmade) radiation for several reasons.  One main reason is, unlike many types of manmade fission products, its environmental levels rarely peak to hundreds or thousands of times normal levels. Since 1945, we've seen a cycle of drastic rising and falling of levels of environmental anthropogenic radiation with nuclear accidents, non-accident releases, radioactivity blowing around, etc...  Another reason: some forms of anthropogenic radiation in the body do much more damage than potassium-40 for the same quantity of radiation. Dose tables printed in a 1970s document (NUREG 1.109 rev. 1 Oct. '77) by the NRC paint a spooky, yet realistic, picture for what happens to a radiation sensitive organ, the thyroid, when iodine-131 is consumed. A NRC formula indicates that 1,000 picocuries of iodine-131 gives a dose of 80 millirems to the adult thyroid and 140 millirems to the thyroid of an infant. Consider: one liter of 'Sunrise Dairy' (Kansas) milk in April 2011 had 1,518 pCi/L of Iodine-131. That was from Fukushima.
